Job Presentation
Main Tasks
MEAL Systems and Accountability
- Design and execute the MEAL and M&E plan for the Country Program (CP) and new projects, aligning with FCA guidelines and collaborating with program teams.
- Lead developing project log frames, M&E frameworks, and MEAL sections in project documents in collaboration with program team.
- Collaborate with the Program Team and Senior Management to draft the Country Program Annual Plan (CPAP) and Country Program Annual Report (CPAR).
- Ensure that MEAL systems and reporting reflect FCA’s impact on rights holders, especially the vulnerable, and duty-bearers.
- Oversee NEPCO’s Accountability Improvement Plan (AIP) monitoring and embed Core Humanitarian Standards (CHS) in all projects.
- Serve as the CRM focal point, ensuring its effective implementation across NEPCO projects.
Monitoring and Evaluation (M&E)
- Support the integration of CPAP and CPAR into FCA's program management platform, SAMPO.
- Review quarterly, annual, and final monitoring reports ensuring quality aspects before submission to the Program Manager.
- Manage the Country Program database, develop a live data monitoring system with Power BI, and ensure accurate reporting.
- Plan and execute baseline assessments in line with FCA’s Quality and Accountability Framework, monitor outputs, outcomes, processes, and context levels.
- Conduct regular field visits, data verification, quality assessments, and reporting.
- Create data collection tools per project log frames and integrate them into the FCA Country Programme Results Framework.
- Train FCA and partner staff on data collection, including mobile data collection techniques.
- Compile and analyze quantitative and qualitative M&E data monthly and quarterly.
- Lead mid-term and final evaluations as per FCA and donor guidelines, recruit evaluation consultants, and disseminate findings.
Learning and Knowledge Sharing
- Assess staff and partner training needs; provide MEAL training, coaching, and orientation to new staff and partners.
- Facilitate periodic review and reflection workshops with program staff and partners to promote learning from assessments and monitoring results.
- Collect and document success stories and best practices to promote shared learning.
- Foster knowledge exchange within NEPCO and partner organizations.
Coordination, Networking, and Representation
- Act as FCA’s representative in national and international forums as required.
- Assist the Program Manager in coordinating with government agencies for review meetings and report submissions per agreements.
- Represent FCA in the Nepal Cash Coordination Group (CCG) and other relevant AIN working groups and clusters as assigned by Program Manager.
Communications and Knowledge Sharing
- Provide data and information to Communication Focal person to create communication and fundraising materials.
- Ensure effective information sharing across teams, utilizing available platforms like debriefs, Viva Engage, intranet, and team meetings.
Special Tasks
- Act as NEPCO DRR and Emergency Response focal point and take responsibility for scheduled updates of NEPCO EPRP and Contingency Plans.
- Take additional responsibilities as assigned by line manger.
- Minimum a bachelor’s degree in social sciences or relevant field.
- At least 7 years’ experience in Program Design and Development, Program Monitoring and Evaluation, and Capacity Building.
- Understanding of the concept of accountability and its implications in monitoring and evaluation.
- Demonstrated ability to analyze quantitative and qualitative data and use it for high quality reporting and learning.
- Demonstrated ability to transfer knowledge through informal and formal training.
- Previous experience with developing PME tools, preferably for Country Program.
- Strong interpersonal skills and the ability to work under pressure in a structured, organised and responsive manner in an international working environment with multicultural team.
- Excellent organizational and time management skills.
- Excellent written and oral communication skills in English and Nepali.
- Advanced computer proficiency in Microsoft Office (especially Excel), database management, graphics presentations and other relevant computer and mobile-based applications.
- Experience of working with development, humanitarian, and/or advocacy programs in Nepal.
- Integrity, objectivity, and professional competence.
- Demonstrated sensitivity to diversity and gender issues.
