Duties and Responsibilities
Support the development and implementation of the UNDP Enterprise Risk Management policy in the CO, focusing on achieving the following results:
- Support in development of risk management systems and practices in line with the risk management strategy adopted for the CO and in accordance with UNDP’s corporate standards and guidelines on Risk Management;
- Contribute towards integration of corporate risk management practices within the overall CO integrated risk management strategy adopted through application of risk management tools and platforms covering fiduciary, environmental, social and other risks, internal control framework, procurement planning, and others as per ERM policy;
- Regularly monitor corporate dashboards related to risk management and takes appropriate remedial actions to resolve any issues.
- Ensure any emerging issues and risks are escalated for senior management attention as required;
- Support in updating UNDP’s corporate Risk Management tools;
- Coordinate with and supports focal points for the various risk management processes (HACT, ICF, SES, AML/CFT) or act as the focal point for the same, in line with the guiding policies and frameworks for each component, to ensure that the CO remains compliant in these areas;
- Foster an integrated risk management culture in the CO - triangulating all the information that becomes available from the management tools (e.g. HACT, SES, project assurance, etc.) to inform management decisions.
Provide technical support to portfolios and projects on risk management:
- Provide guidance and capacity development support for implementation of the risk management policy throughout the programme and project cycle, including dissemination of relevant policies and procedures with staff and contractors;
- Participate in project appraisal processes to ensure that the risk management framework is properly applied and reflected in project designs;
- Works closely with all projects and portfolios to monitor risk frameworks and accountabilities developed for each project, including through participation in oversight field visits;
- Identify lessons learnt and best practices in audit, compliance, and risk management and facilitate knowledge sharing among Country Office and project staff.
Provide efficient support to the implementation of social and environmental standards (SES), focusing on achieving the following results:
- Ensure SES implementation through the programme and project cycle, including dissemination of relevant policies and procedures with staff and contractors;
- Contribute to quality assurance of SES documentation submitted for senior management approval;
- Monitor implementation of environmental and social management plans, in close coordination with portfolio managers;
- Contribute to the development and monitoring of the CO SES implementation plan, ensuring SES policy is fully applied and implemented for all projects;
- Assist in the uploading of relevant project risk logs;
- Regularly scans and monitors available data and report on SES implementation across portfolios and projects to identify emerging risk categories (High/Substantial, medium, low).
- Provide additional oversight and support to Projects in the medium or high/substantial risk category, vertical funds, global fund projects and projects with significant construction works, ensuring that all required targeted assessment and management plans are in place and implemented, monitored and documented in line with corporate policies;
- Support the Programming Quality and RBM Analyst in implementation of the Stakeholder Response Mechanism (SRM) at CO level, and Grievance Redressal Mechanism (GRM) at project level.
Contribute to the implementation of the Country Office Gender Equality and Social Inclusion (GESI) strategy, focusing on achieving the following results:
- Ensure that GESI is well captured and mainstreamed at programme and project level, as part of her/his risk management role.
- Work closely with the GESI focal team, PSEA Focal Points, GESI Analyst to ensure PSEA risks are timely identified, and appropriate management plans are developed and implemented.
- Promote work life balance, gender equality, social inclusion, and respect for diversity.
- Ensure prevention of sexual harassment and abuse of authority and any form of discrimination in the workplace.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
- Advanced university degree (master's degree or equivalent) in Development Studies, Business Administration, Public Administration, Project Management or a related area is required. Or
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of 2 years of relevant experience in risk/project management or audit or associated advisory services in public or private sector is a requirement;
- Knowledge and experience of UNDP policies and procedures, social and environment screening standards, enterprise risk management is an asset.
- Experience of monitoring data for risk assessment is required.
- Experience of developing and monitoring the SES implementation plan in large organizations is an asset.
- Experience in designing and delivering training is highly desirable;
- Experience in working with data sets, data visualization tools e.g., PowerBi and experience in handling of web-based management systems is required.
- Experience with ERP systems e.g., Oracle Cloud, PeopleSoft or similar is required.
Language:
- Fluency in English and Nepali is required.
